I discovered this winter sowing method a couple of years ago. Sow the seeds in moist soil in clear milk jugs and leave outside for the winter. The seeds will begin to sprout when warmer weather arrives.
Instructions for winter sowing are available at:

A list of the seeds that can be winter sown is available at:
www.wintersown.org/wseo1/Seed_Lists.html
Notice that the vegetable list includes tomatoes, eggplants, and peppers.
WinterSown.org is offering free tomato seeds (see list at www.wintersown.org/wseo1/YourChoiceTomatoSASE.html). The request form and instructions are available at www.wintersown.org/wseo1/YCTSAandF.html.
Good luck!
