Thanks to all of you who added your names in support of the master plan proposal to the county. The good news is that, by the time the proposal was delivered, it contained more than 400 names! The bad news is that Bob in Commissioner Boyer's office said yesterday (April 13) that the county has no way of knowing who the 400 people are and that his office hasn't heard from anyone but me. He said that, if we want to get their attention, we need to "flood their inboxes."

It is beyond me why the county desires to pave trails in a park when the citizens are against it. Please save the money and allow Henderson Park to be developed according to the original master plan that resulted from citizen input.

I have read the polite letters from the Henderson Park Community Garden and the responses by Elaine Boyer. Let me be clear. If it is not in the original Master Plan do not do it and do not make excuses justifying the expensive amended plan. Stop wasting money on architects to build a "world class" recreation area. We want to enjoy nature, preserve the trees, and build a community. We are not looking for a city park with manicured lawns and elegantly sweeping sidewalks. We want to dig in the dirt and watch the butterflies.

To whom it may concern:

I have a double interest in what happens at Henderson Park. I am a Tucker resident and I fully support the community garden there. My daughter also plays in the TYSA soccer league.

There is absolutely no reason to increase non-functional concrete or asphalt surfacing at Henderson Park. The only reason to put in more pavement is to increase parking during high-use times, such as every Saturday during soccer season. The parking situation is a nightmare. Even then, there are more efficient ways to increase parking than paving over large areas. I strongly urge you to reconsider putting in more concrete surfacing. Our park should be naturally wonderful with rustic walking trails and native plant xeriscaping.

It is a sad message to the residents of Tucker to put pavement through the proposed community garden expansion. In case you haven't noticed, community gardening is on the rise and Tucker is part of a nationwide movement to decrease the time a fruit or vegetable takes to get to a table (or mouth!). It is vitally important that the community garden be supported in it's expansion. Children learn so much from touching the soil, seeing how things grow and harvesting. We should be providing ample room for this to occur. I have my own extensive garden plots at home and have considered gardening at Henderson park as well, just to support the endeavor.

Lastly, more restrooms need to be incorporated into the master plan. I have always wondered why we don't have public restrooms like in San Fransisco where you pay a nominal change (dime? quarter?) for a clean, safe bathroom. Using the portapotty (while thank goodness we have something) while playing soccer on the back fields is far less than ideal.

Primarily, I would like to see the commissioners listening to the constituents about what WE want in OUR park. That is why you are there. It galls me that "it wasn't enough" to put my name into the petition with the master plan but now I have had to write out my objections again. We all know that even if you are hearing from a small percentage of your constituents, there are many more out there who are unaware that this is an issue. Can you each tell yourselves that any Tucker resident or Dekalb County resident would say "Yes, I think we should restrict parking, restrooms and access to community gardens."? I don't think so!

It is my understanding of what I have been told and read that there are several things the county wants to do to Henderson Park. The main one to me is to asphalt the trails and removal of trees. This is a HUGE problem for me. I walk my dog there several times a week and we enjoy being able to walk on the trails. There are not any other places like this close by that I am aware of. I can not see any reason to asphalt or remove trees in this area. Do we not have enough asphalt in Dekalb county as it is? If someone wants to walk on even ground there are sidewalks everywhere around the park. Sidewalks on Henderson road and on Chamblee-Tucker Road and all through the surrounding neighborhoods. The other part I enjoy is the community garden. I do not personally have a plot, but I have friends that do and I enjoy going by and see what is happening in the garden. It also is very pretty. For such a long time that area was nothing and now people have put into this place there time and money and made it something to be proud of for the whole area.

Also, there are roads all around Henderson Park area that need to be paved. What not use the same man power and asphalt to make the streets nicer for residents to drive on? Why destroy something as nice as the area of Henderson Park?

I am a 15 year resident of Dekalb county and I live 1 mile from Henderson Park and I want my voice heard in this matter. If the county wants to do this, then let the residents of Dekalb county VOTE.

Please help our neighborhood make Henderson Park into a vibrant community park. So much of the Tucker area depends on Henderson Park for recreational activities. Please, please, please make it a priority to protect the green space in this park. Personally, I am on the waiting list for a garden plot, and I walk my dog at the park too. We both love Henderson Park...it's really part of our weekend activity! I hope the Dekalb Commissioners will listen to the voices of the Tucker community who have expressed their desires for less concrete and more green space. I am an avid user of the Dekalb County Henderson Park area in Tucker. It has provided me and my family many happy days of hiking on trails as well as a learning experience with the community garden space. I was very dismayed and upset with the proposal for the Park that was recently made public. Though the county gave the appearance of listening to input from the community it is apparent that we were not listened to at any level. The community was given assurances that the Park proposal would incorporate suggestions made by the residents, however the proposal suggested ignores them. Green space is compromised and eco friendly options were eliminated. I recognize the need to be efficient with the county’s money however adding excessive asphalt and concrete is not a good way to improve a community use park. Please reconsider the proposal for this Park. We use the soft trails multiple times each week. It is wonderful to find a place where we can enjoy nature in the city. Do not compromise this! It is a place to play and teach children about these things as well as a location that we can escape to as adults. Instead, please listen to the community, the people who use this Park. Refurbish the soft trails, SAVE all the community garden space, give us picnic areas in a nature setting instead of a “ball park” setting. We need this in our community. As our county officials we count on you to represent us. Please do so in the request for improvements for this park.

Commissioner Elaine Boyer, This email is to urge you and the Parks Board to reconsider and honor the inital wishes of its citizens based upon our meeting to establish the Henderson Park Garden within DeKalb County. Our membership is very enthusiastic and have come together to make Henderson Garden the Area's Best. I believe in this short time we have done so, and have become a real community as a result. It has been disappointing to hear that the changes presented by the Parks board are so in conflict with the original plans, i.e., no additional parking, no restroom, plus the expansion and location of the walkways. Susan Farrer has presented a rebuttal lettler which we ask the Board to consider. Susan outlines and defines the situation very well, even offering suggestions that would satisfy and would become a money-saving project as well. We all look forward to an agreeable resolution soon. I am writing concerning the plans for Henderson Park. First, I must say that my husband and I bought our house because of its proximity to this lovely park. We delight in this park every day and look forward to watching our young children grow up with all that this park and the community around it offer. We take daily walks on the trails, feed the ducks and geese at the lake, have play dates at the playground, and kick balls around on the soccer field. We look forward to soccer classes and games in the future, and having our own plot in the community garden when space allows.

My family and I would like you to prioritize the wishes of the citizens in your decisions regarding this wonderful park, including adding a restroom, expanding the community gardens, and keeping soft surface trails. These items will aid our community in so many ways!

To whom it may concern,

Our family lives in Tucker, our children have participated in TYSA, we use Henderson Park on a weekly basis for hiking and recreation, we are a supporter of the Henderson Park Community Garden (HPCG), and we are active members of the Tucker Civic Association.

We were very encouraged by the original planning process of the Master Plan for Henderson Park. This process built a coalition of support and relationships between the various, dedicated stake holders, including: the County, members of the community, HPCG, TYSA, and the design firms.

We have also been impressed with the HPCG leadership. They have spent countless hours building and maintaining a beautiful community garden at the park, producing a great website with open lines of communication, providing free educational programs for the community, and even helping the County spread mulch on walking paths in Henderson Park.

It has come to our attention that the County has proposed some changes to the Master Plan for Henderson Park and that the HPCG has offered some cost saving and practical solutions. We understand that the changes the HPCG is proposing will save the County roughly 1/3rd of the total budget, or $125K of $380K. It will also preserve the natural beauty of that area of the park and be an educational opportunity by modeling a 'green solution' for parking. In a time of budget crunches and heightened environmental consciousness, this proposal is a win-win!

We look forward to hearing about the positive, budget-saving, green solutions at Henderson Park, and how the County has continued its partnership and open lines of communication with the original coalition of dedicated stake holders.

We are writing to ask that DeKalb County not put concrete sidewalks in Henderson Park. The beauty of the park is its natural paths which attract visitors of all ages to hike the many trails available to residents.

Our property is adjacent to the park, and we have used the park for the past 30+ years, whether when our children were young and playing soccer or on our almost-daily hikes through the woods to Lake Erin, the waterfalls, the tennis courts, etc. There is no need to add concrete in green space.

Please listen to the desires of the residents of DeKalb County.

P.S. The County promised sidewalks along Henderson Road from Gleneagles Road to Lavista Road in a master plan approximately 5 years ago. That would allow for walking along this busy stretch of road. That would be a much better use of sidewalks, rather than in Henderson Park because people could then walk to downtown Tucker and leave our cars at home.

Please respect citizen's concerns as presented by the advisory group about Henderson Park. If the trails must be a more permanent material (like the proposed concrete) then please use recycled rubber instead.

I am writing to express my support for the original plan for Henderson Park. My family and I live on Arbor Springs Trace, two streets away from the Henderson Road entrance to the park. We use the park often and in a variety of ways. Our kids have both played soccer there. We regularly visit the park to play on the playground, have picnics by the lake, play tennis on the tennis courts, and go hiking through the trails. Our son even recently spent a week at the park filming a Disney movie. Henderson Park is an important part of the fabric of our community, and the original plan for the park reflects the community's desires. Please implement that plan.

I understand that a signed petition with many names for the residents of DeKalb county was not sufficient for you to act. Therefore, I am writing separately to ask you to please be accountable and responsive to the very people you are supposed to serve - the citizens of DeKalb County. I want to express my support for the Henderson Park Master Plan proposal!!!! I am certain that you do not here from many residents on any one particular issue, but I aware that many people signed on to this petition - in this day and age of such busy schedules, that surely tells you something. This is an issue that many of us care about.

Please maintain as much usable green space as possible in Henderson Park. My two boys and I (and other extended family) have used the Park in so many ways - the playground, tennis court, soccer fields, walking, watching the ducks (including baby ducks), exploring nature, etc. It is a gem here in DeKalb County and please work to maintain and improve this wonderful resource.

First, let me say how wonderful the new community garden at Henderson Park is- thank you!! Many of my neighbors in Winding Woods have commented on the great value that this has added to our community. Undertaking this kind of project takes vision and dedication, and I applaud the volunteers who have worked so hard and also you in the county who have provided support.

However, I have recently learned that the county has changed (or is considering changing) the master plan for Henderson Park. It cannot be true that the priorities established at the public input meetings are going to be disregarded- specifically, these items: Much-needed additional soccer parking; community garden expanded area; soft-surface trails; a restroom. Please act to honor the wishes of our community and put these items back in!

Please DO NOT modify the plan to include (as I understand you are considering) : an asphalt path through garden expansion area; significantly more hard-surface area (concrete and asphalt); and no restroom-- these decisions go against the wishes of the community, as you already know, and will diminish rather than enhance this valuable park resource for this part of Dekalb County--

Dear Commissioner Boyer,

I am writing, as a resident of Tucker in Dekalb County, to express my concern about the current plan for Henderson Park. I consider Henderson Park to be a wonderful asset to the community and visit almost daily. My greatest concern in the new plan is the scope of the paved trail as the large area of natural woods and soft trails are a main reason I visit Henderson Park instead of other parks in the area.

Once or twice a week I babysit two children, aged 3 and 6, and the woods are an incredible place to take them on adventures. So many of the houses in our community have relatively small backyards and it's a blessing to have such wonderful woods almost in the back yard. The natural trails make explorations exciting in a way that would be ruined by a paved trail.

Three to four days a week, my dog and I enjoy long rambles in the woods. She gets such a thrill spending time in the woods, sniffing the path and picking up sticks. My pup loves the woods at Henderson Park. When we pull into the driveway off Livsey, her tail starts wagging and she does a little dance of joy on the seat of the car. The first few feet along the path it's quite difficult to hold her leash because she pulls so hard to get on with the walk. When we visit the or Graves Park in Gwinnett, or other parks with paved trails, that little dance of excitement just isn't there. She's happy to walk, but her tail doesn't wag her body like it does when we visit Henderson. The paved trails don't have the same smells - or sticks - that one finds on the soft trails in Henderson Park.

In addition, I am a member of the Henderson Park Community Garden. Having grown up in a gardening/farming family, watching this garden grow has been nothing short of impressive. In less than a year, what was a rather unkempt area without much to offer has become a thriving showcase for the community. Visitors from all over the country stop at our garden and are shocked to learn that we broke ground on the raised beds less than a year ago. People who are familiar with community gardens expect that ours is at least 5 years old given the current state. Increasing our area of responsibility could lead to continued improvements in that area with no additional cost to the county. While our focus has been on the garden space itself, garden members have helped to clear out extra brush and debris in the woods near the soft parking area, we have planted the edges of the garden to be more attractive to the community, and we have placed picnic tables in the clearing that are open to anyone to use. We are growing food for the local food pantry in the center of our garden and we are offering gardening related classes that are open to all. I hate to think that a paved trail and parking area would cut through any possible expansion sites for this wonderful benefit to the community.

Your communications indicate budgetary concerns in developing an ongoing master plan for Henderson Park. I ask that you reconsider the scope of the paved trail and associated relandscaping. Instead, those funds could be redirected towards other, more critical, needs such as increased parking for the soccer fields, increased safety at the playgrounds and adding a restroom on the Livsey side of the park.

Hello,

My name is Ann [last name] and I live at [street address]. My late husband and I moved to the community in April 2006. There were two reasons we selected the neighborhood. One was the quality of Livsey elementary school and the second was Henderson Park. Those are the two elements that make this community a special treasure. If the quality of either element deteriorates I will move when possible.

We are all blessed to have access to such a beautiful park. The park nurtures respect for the environment, our community and for our health. Last Sunday I attended a gardening lecture at Henderson Park. I learned a great deal about organic gardening, but even more important was the since of community the event fostered that crossed all lines defined by race, gender and age. It was a great feeling to have such a diverse group come together for a common cause that is so positive and healthy.

The original plan for Henderson park proposal supported the priorities of the community. The new plan accomplishes none of the intended goals. Instead of laying more asphalt please support soccer, play grounds, soft trails and the community garden. Support the community! Please!!!!

Thanks Susan, I totally agree with your position. It is my desire to reduce the amount of paved surfaces to a minimum. This is a community park and a community garden, The design should encourage people to walk from their homes to the park. That is what happens now. I see no need to add parking near the garden. As a county, we need to preserve green space, not reduce it by creating more paved surfaces.

To summarize, I vote to not add any parking at this time an if "paths" are created, they should not be paved.

That area should be expanded in usable area. Please do not add impervious surfaces to the park; that would increase run-off and pollution. Dear Commissioner Boyer,

This e-mail is a request to you who represents me in DeKalb County to encourage the DeKalb County Commissioners to make sure that the original plan for Henderson Park is followed. DeKalb County sought and received input for this design. Many people in the community spent several hours assisting in the development of this plan, and they represented many more people providing input. We thought that the County was acting in good faith by requesting this input and feedback, and the community responded in good faith believing that it was a sincere request and that the plan agreed upon and originally presented by the County would be implemented. Apparently the County did not act in good faith, and the commissioners have decided to disregard the will of the people who worked so diligently on the plan for Henderson Park.

As a DeKalb County citizen and a member of the community near Henderson Park since 1982, I am NOT happy. I believe that we have been at least ignored and at most trodden over and lied to. Regardless of the intent, neither of which is honorable, the result is the same. We stand to be given a park that is not what we wanted. I do hope that the commissioners will listen to us and bring back the park that we all agreed upon.

It is with heavy heart that Henderson Park Community Garden (HPCG) prepares to celebrate its one-year anniversary.

After attending public meetings, I remember thinking the planners and designers for Henderson Park listened to people who spent precious time attending those meetings. It seemed the top priorities had been agreed upon - soccer parking, expansion space for the garden, soft trail, a bathroom. My feeling then was one of joy. Now I hear the plan was all conceptual.

Visiting different parks, whether DeKalb or another county, is something I do on a fairly regular basis. Seeing parks which have different personalities is interesting. Should every park take on the same flavor?

Henderson Park already has three large entrances. Two of those entrances are within a block or two of each other. Does the park really need another massive amount of asphalt and concrete poured for a third entrance on Henderson Road?

DeKalb County has a program which on its face encourages community gardens in parks. At HPCG a group of 52 plotholders and their families have come together as a good citizen. Had you been on site last spring you would have been amazed watching a group of strangers join to raise money and build a garden of this quality. Countless times visitors have told me they can't believe we are just one year old.

Those strangers are now friends. Relationships have been established that include interests outside of gardening. Isn't that what we want? We want to know our neighbors.

I have lived in Tucker about 12 years and taken many a walk. I would see the houses. But for this garden I would have never met the terrific people residing within those houses.

Without room for expansion we will be forced to locate structures to support the garden inside the fence. This takes away the space for growing food. Areas that are not rental plots are being planted to offer members more crop variety.

Without room for expansion class sizes will have to be limited. We want to encourage the community to participate in classes. We have already had two outstanding speakers and the warm-planting season is just getting underway.

Our gardeners take pride in the garden's appearance. Many plant their gardens with an artistry that rivals a Monet painting. One of the garden's biggest workdays involved members bringing flowers and shrubs to plant along the fence. A neighbor living across from the park donated plants from her yard.

If the asphalt path and concrete parking area are installed as the plans indicate, the garden will be hemmed in on three sides with asphalt and concrete. This changes the whole atmosphere of the area. It takes away needed shade trees. Dogwoods will be cut down. The bluebirds which have found a home in the bluebird box will be disturbed. This construction plan will just be another way of development chipping away at trees and animal habitats.

Park users, knowing development is coming, have said to me they are glad the parking and paths will remain soft surfaces. Now we wonder if we are in an episode of Candid Camera or perhaps The Twilight Zone.

Surrounding the garden with a silt fence will place the garden's productivity in jeopardy. This in turn will affect the amount of produce the garden will grow for the food pantry. With gas prices rising the food pantry will probably see even more people needing a little help.

Please honor the wishes of the people who care about what happens at Henderson Park and Henderson Park Community Garden.

Thanks for taking the time to make the extra effort so our voices will (eventually) be heard Susan.

Up until the latest surprise changes to the Master Plan, I was very pleased with the process and was encouraged by the transparency during all of the planning meetings. It is unfortunate that the latest petition did not get the respect and attention needed to encourage our Dekalb County friends to hear and validate our concerns.

For the Dekalb County officials on this email - I live on Gleneagles Drive and can see the Henderson Park Community Garden from my home. It is very important to me that this space and the surrounding area be treated with respect to the wishes of myself and my neighbors. My property value as well as my quality of life are directly tied to the developments of the park and that is why I attended the community meetings and voted for the projects that were prioritized in the Master Plan. To have those priorities bluntly over-written without community involvement is disrespectful at best.

I have discussed these changes to the Master Plan with many of my neighbors and I have witnessed the signatures and activity on the HPCG website (I also help with the website hendersonparkgarden.org). The rapid evolution and re-prioritization of the Master Plan by Dekalb officials behind closed doors has caused a major disruption in our community. This is real. Our concerns are real.

At this point, we are asking to be heard in an organized and respectful way - in the same way the initial planning meetings were conducted. We have all taken time out of our daily lives to attend planning meetings and we trusted the outcome of these meetings. Now that the results of those meetings have changed significantly, we need an opportunity to have our voices heard again. It is our hope that we be given the opportunity to have an organized meeting that meets the needs of the community while preserving the office space and daily activities of Dekalb officials.

Hello! I am a member of the Henderson community garden and park and want to voice my opinion concerning the hardscaping and other changes to our area. Having experienced a flood ALREADY in my on area (northcrest) I know firsthand the dangers of uncontrolled hardscaping and runoff. We lost our house to 30" of water as a result of it in our "500" year flood two years ago. So, I am totally against it. We suffer from runoff from the northcrest golf course, hardscaping at the ups facility and a poorly maintained drainage system installed by the county many years ago.

As with the county's "standard" answer to their parks, I realize it is easier to go ahead with the accepted norm of asphalt, removal of trees etc etc. But take a look at better run governments with the input of the NEW and younger people in your voting block. After traveling thru many state parks, there seems to be a trend to self composting toilets, No plumbing needed, soft chip or shredded trails (you have this from power line clean up) and many other eco friendly and PEOPLE friendly alternatives. Lets take this opportunity to be leaders not FOLLOWERS of whats been done before and step out on a limb to do something is obviously what your voters want and what has worked for other voters successfully in other parts of the nation.

I have been a part of the Henderson Park Community Garden since its inception last year. I went to a couple of meetings last year which included new members of the garden, the people who have worked long and hard to put the garden concept together (all volunteers), and members of the DeKalb County government in charge of parks and gardens. Plans for the garden as well as the surrounding area including the existing soccer fields were hashed over by all present to come up with a plan which would enhance Henderson Park as a whole and would make the area beautiful and serviceable.

A final plan was finally agreed upon by all concerned and our garden proceeded by leaps and bounds to become the showplace it is today.

All of a sudden DeKalb County makes major changes to the plan with no input from anyone, changes which, in my opinion, do not come close to being as good as the original plan. I know that a rest room building would be one of the more expensive elements of the plan but, with the number of people who use the soccer fields and the Community Garden, it seems that the rest room building would be one of the more important elements.

Also, whoever came up with the revised plan obviously doesn't know much about a community garden which, inherrantly, needs the maximum hours of sun and would create shade by the trees planned at the corners on the garden.

I hope that DeKalb County will seriously consider going with the original plan which would be a beneficial recreation/sports/garden environment for everyone in the area, an area everyone could be proud of.

The wife and I attended each of the Henderson Park master planning meetings. The attendance and interest grew after each meeting as the citizens learned what it was about. Proposals were given and votes were taken. It was our understanding that the final vote was what would be considered, that included the garden, nature trails, restroom, additional parking, and playground. A boy scout requested permission to do the trails for his Eagle Scout project.

It appears that you are now ignoring the citizen's wishes and doing it differently, at what seems to be a greater expense. Please return to what the citizens asked for.

We are neighbors and frequent users of Henderson Park. It is truly a community bond to us in the area and others who come to participate in youth soccer. Please consider the wishes of Tucker Youth Soccer Association and the Henderson Park Community Garden in the changes for the area. Soft surface paths are less expensive to install and easier on joints while walking. Most importantly, they allow rainwater to soak in and not add to runoff into the streets and sewers. The gardeners would like to keep the sunshine! Why plant trees when we have beautiful trees already there which should be preserved? Rest roooms are always needed in parks and apparently we voters have passed bond issues which should pay for them. Additional parking in a planned lowest impact way for the soccer fields is needed. The Henderson Park Master Plan Proposal is a thorough, well considered and expressed plan of the citizens wishes. Please be accountable to the citizens of Dekalb County and the neighbors of Henderson Park.

Please listen to the pleas of your constituents regarding your plans for Henderson Park. My husband and I have lived in Tucker over 11 years and I spend at least 3 or 4 days a week walking the wonderful wooded trails, imagining I am in North Georgia, not so close to a metropolitan city. Last month we lost our dear golden retriever of 12 years who spent much of her happy life in the Henderson Park, sniffing the smells of wildlife, splashing through the creeks, burrowing in the leaves, and visiting with our other park friends and dogs. Thanks to the park and her exercise there she lived a long healthy life, she became socialized with other people and dogs, and her owner is not a couch potato but taking frequent walks with our other dogs.

Last year I joined the Henderson Park Community Garden and I’ve been so impressed with the wonderful gardens, all the generous volunteers and community spirit, and giving to the community food bank. If anything the garden should be given more space so more neighbors can share in the fun, play in the dirt, and learn from each other, and perhaps even learn to eat better.

The charm and draw of Henderson Park is the natural environment with the wonderful shade trees and soft paths which would be ruined with the addition of concrete and asphalt and destruction of gorgeous old shade trees. Really, who came up with this idea? Listen to your voters and do what the community cries out for, maybe some parking for the soccer fields and some public restrooms, but leave the rest alone.

I’ve been selling real estate for the last eleven years and always tell potential clients about the value of living in Tucker for the schools and the wonderful Henderson Park where you can feel like you are miles away from the city when you are walking the soft trails in the woods. This is one of Tucker’s biggest selling points and with the difficult economy we need to do everything we can to maintain property values.

Please implement the master plan that was approved at the last public meeting so my life can go back to normal.

See, my wife used to love to cook. Now she’s too busy. She says she doesn’t even have time to buy milk. Or dog food. And forget about her making jambalaya, my favorite. I’ve had to bring home dinner twice already this week. When she first mentioned the idea of starting a garden, I thought it would be like a garden club, you know, where they meet once a month or so and take on a project? But this is altogether different. This is more like a job. (Except for the part about getting paid.) And, even more surprising is it’s not just my wife who’s doing it. There are a handful of people who are totally committed to this thing. I’m talking super-serious, 7-day-a-week dedication. (Have you seen their web site?! It’s better than the web sites of a lot of companies. Way better.) So, I’m not the only spouse or partner in this situation. (And we don't just suffer neglect; we get roped into helping, too. It’s help out or prepare for a long, bumpy guilt trip. We’re volunteered to do all kinds of things, from hauling rocks to baking cakes. Lisa’s husband is always there. That guy gets me into more trouble. I brace myself when my wife mentions him because I know another comparison’s coming.) And it’s not just this handful of people who love the garden and keep it running. Do you know that, except for a couple of things that they hired a neighbor to build, everything in the garden was built by the members? If you’ve seen their garden, you’ll know just how impressive that is.

So I'm asking you to please reduce the hard-surface area and keep the park area natural, as the community has wanted all along. And please give the garden people adequate space outside of the fenced growing area to plant, store, rest, and gather. They want only to enhance the beauty and value of the park for the benefit of the community. If you'll just listen to them, view them as something other than adversaries, I think you'll find that they're the best ally a parks department could ever have: a group of park-loving volunteers eager to offload some of the responsibilities for park cleanup, beautification, and maintenance.

As a Tucker resident and frequent user of Henderson Park, I was stunned to learn that the master plan calling for soft trails has been ignored. If a more formal path than currently exists is to be constructed, my old bones were looking forward to a soft stable path that involves the least possible amount of disruption to trees and shrubs.

I am lucky that I am able to enjoy the fruits and veggies produced in the community garden. I am even luckier that it is my wife who enjoys raising those same fruits and veggies.

Even though she is the gardener, I share in her disappointment about a 13-car parking lot being constructed where the current blueprint indicates. Also the location of the path is disturbing. Both the parking lot and path will change the natural setting that currently exists and will destroy any opportunity for garden expansion.

It is a shame that the 400 plus people who signed the recent HPCG/TYSA proposal didn't have their signatures taken at face value. And now we're being asked to send additional emails in support of a master plan that was voted on months ago. We were all just waiting to have that plan put in place.

I was born and raised in DeKalb County, many years ago, back when the county was tops in education, quality of life, etc. It is disappointing to read the headlines these days. I lived briefly in Gwinnett County and was appalled at their enthusiastic approach to clear-cutting and paving in the name of progress.

More recently I have been moving my mother into Clairmont Crest, across from Mason Mill Park. You should be embarrassed at the results of your efforts there. You should also provide sun block to everyone who uses those facilities, as there is little or no shade to be found! And their community garden is so very sad: concrete-surrounded, non-raised beds? Really, is that the best you could do?

Given the recent examples of government and park management, you MUST understand our concern for your plans for OUR community park. Is there a requirement in the Greenspace Bond that all existing trees and native plants must be removed? I could understand a limited amount of hard-surface access in support of our handicapped citizens. But I do not see that justification anywhere!

There are so many environmentally-friendly, cost-effective solutions to restrooms, trails, playgrounds, parking, etc, that do not require clear-cutting and paving. Please give them their fair consideration in support of the community's wishes!

I worry about your overall landscape, tree, sod, etc plan, when someone has chosen to plant/place a Willow Oak on a sunny hillside!! Really?? You do know that they thrive in floodplains and love lots and lots of water!!

As your employer (please review the DeKalb County Commission org chart), I strongly urge you to support the well-thought-out plans for our community park.

Lastly, please take a long, hard look at the seal for DeKalb County: it shows a farm. It is a reflection of DeKalb's agricultural history!! Keep our garden and Let It Grow!!!

Dear Commissioner Boyer:

I am a lifelong resident of DeKalb County and one of the very few natives I know. I have lived in the Tucker/Northlake area since 1973, and attended Henderson Elementary and Henderson High School. I have always been proud to live in this area of DeKalb and never considered living anywhere else. I am truly disheartened and sad to learn that the elected officials in the Commissioner’s office have turned a deaf ear to the voice of the residents who elected them.

DeKalb County Parks & Rec, jB+A, and Silverman have completely disregarded the established priorities and wants of the community that uses Henderson Park. As was stated in the meetings and agreed upon by the community at large in attendance - we want the area to be left as natural as possible. We want soft surface trails. We want the community garden to have room for expansion. We want parking expanded for the soccer fields. We want restroom facilities. We want as many of the trees, including the magnolias, oaks, and dogwoods, to be preserved as possible. We want to save our precious green space.

I am writing you today because your assistant Bob was quite clear in his communication to Susan that, though the Henderson Park master plan proposal submitted by HPCG & TYSA contained more than 400 names, your office had really only heard from one person - Susan. What Bob - and, by extension, your office - have obviously overlooked was that those 400 names represented local citizens over the age of 18 and they were all collected in JUST TWO DAYS via email campaigns to several local neighborhood groups. We asked for your help. We sent a well-documented, comprehensive, and in-depth proposal backed by the names of 400 citizens to you for consideration. How did you respond?

Your office replied with a response riddled with inaccuracies intended to “quell our concerns” and then proceeded to tell us the names included were insignificant. Imagine our surprise to learn that our names, the names of registered local voters, had so little meaning to you, our elected representative.

I attended 2 of the 3 public input meetings that were held in 2009 and early 2010. I was impressed by the openness with which the county responded and listened to the concerns of the community. Revonda Moody was an excellent advocate for the county, an ambassador of the highest quality, and we all left the final meeting with faith that our opinion mattered and and that our government was responsive, accountable, and efficient.

What we did not know was that Ms. Moody would soon be transferred to another position and that her replacement would not be so invested in the concerns of the Henderson Park community. How else can the county explain the major differences from the conceptual drawing that was approved by the Tucker citizens versus the actual plans that were put out for bid? Upon receiving the final construction documents, we asked for a meeting with our commissioners, the Parks and Recreation department, and the project consultants. How did you respond?

You organized a meeting on April 13 at the park near the community garden but without representation by a member of the Henderson Park Community Garden or the Tucker Youth Soccer Association. I recognized you and several leaders in the Tucker community as I drove by. As a 40+year Tucker resident, I would recognize Paul and Tom from TCA and Honey of the Main Street Alliance anywhere, but what I did not see was anyone from HPCG or TYSA. Why were the two citizen groups being most affected and impacted by the changes to the master plan not invited to your meeting? Your exclusion of the interested parties indicates several things, including a dismissal of the wants and desires of your constituents, a complete lack of regard for the members of both HPCG and TYSA, and very poor judgment.

The citizens of DeKalb County deserve to have their voices heard and their questions answered, and in the same format that the Parks and Recreation Department conducted the public input meetings. We would like to see an OPEN community meeting that is not limited by the size of your conference room. The concerned citizens of DeKalb County continue to ask for your help just as you ask for our help in the voting booth. How will you respond today?

I know I am joined by many other local residents and members of TYSA and the HPCG in standing against the apparent changes to the plan that were put in place in the construction documents without the opportunity for review and discussion with the people most affected by the construction. What seems to be the rush? Why can't we discuss this at a community meeting and present our concerns and, if I may add, our suggestions for more appropriate design elements which would very likely save money and preserve the natural habitat and appearance of a beautiful park. I'm just asking that you give us the chance to present our opinions on this matter. A wise old professor of mine used to say, "Listen to your patients and they will tell you what is wrong with them" and another said "plan your work then work your plan". Can you please listen to us, hear our complaints and solutions, and then let's plan our work together to make this project more appropriate for the garden and soccer groups involved as well as the local residents who should continue to enjoy the natural trails and beauty of the park.

1. Henderson Park covers a small area and any additional open space will destroy the park's aestheticness.

3. This will create a recurring expanse project, when budget for existing park and recreation centers are being cut.

6. Many enjoy hiking trails over open areas.

The park currently has a great natural setting and the addition of the community garden has completed the emphasis on nature and the community's desire to make the park a green space not a parking lot.

At the risk of appearing to be just another voice in the crowd, this aged DeKalb Countian has some concerns regarding the changes to Henderson Park. I'm sure I don't need to tell any of you just how beneficial the volunteer pools are in and around the county. While greenspace seems to be the catch word in much of what the various leaders in our county, state and nation speak about, on a much closer to home standpoint, that word has apparently gone by the wayside.

The volunteer pool in this area of DeKalb County teems with participants of all ages. Our schools have volunteering as a component of their graduation requirements. We have multiple scouting dens with that same requirement in order to qualify for their badges of accomplishment. And just to add icing to that particular cake, we have the community gardens. In every possible manner, volunteering in outdoor maintenance activities develops character, better health, awareness, and improved skills which can readily transfer to the employment fields. In other words, volunteering is basic in a healthy economy. And surely no one at this point in time would question that need.

Now, I ask you. With all of that potential for cost free maintenance of natural paths and facilities in our parks, what on earth would resorting to concreting wonderful woodsy worlds be so thoughtlessly (apparently) promoted by any of you. What are you thinking?

Is it a way of keeping the participating contractors in business? That makes a bit of sense. Or is it some sort of response to qualifying for matching federal funds? That, too, makes sense.

But any of you who would take the time to simply drive over to Mason Mill during the day while kids and families are using the facilities there would quickly make you rethink both of these possible benefits. It is most assuredly a hallmark for the concrete contractors. But for greenspace efforts? No way.

It seems to me that better use of these folks and the associated costs would be directed to our roads. Just driving to Mason Mill is an art form in dodging holes in the roadbed. And that is true throughout the county. We don't seem to be able to maintain what we have paved. And we want to pave some more?

I suppose that at this point each of you has engaged in some sort of handshake as to how this activity is now headed. DeKalb County can simply add a low mark in greenspace achievements to the ones we seem now to have acquired in education and in maintaining our libraries (where an awful lot of money was spent to create what is now considered too expensive to maintain). Will that be the outcome of concreting our parks?

I was dismayed to hear of the proposed changes to the area surrounding the Community Garden. I am a member of the Garden since (almost) day 1, and I've spent a lot of hours shoveling mulch to make our driveway and parking area. I've spent many hours enjoying out picnic table area, and the meetings and seminars we've had there. I like those things the way they are. The idea of a paved parking lot or walking trail within a few feet of the Garden makes me very sad.

Back in the 60's, Joni Mitchell wrote a lyric that went, "They paved Paradise and put up a parking lot." Please don't pave our Paradise.

As a resident of a neighborhood supporting Henderson Park, I would like to express my concern for the county to be accountable to its' citizens. The citizen's plans have been well thoughtout and address many issues that promote "Green" characteristics. These plans demonstrate how our own neighborhood can show sustainability and be a leader in design for future generations. These are the characteristics of a desirable neighborhood of today, which will only grow into a requirement of tomorrow. Let's help ourselves by planning for the future.

I am writing you today to let you know that I was one of the over 400 people that supported TYSA and HPCG's proposed changes to the final Master Plan for Henderson Park. There must be a way to reach a compromise between the wants of the county and the desire of the community to keep the park as natural as possible. That was the first and most important point that we, the users of Henderson Park, asked for - keep the park as natural as possible.

I know the end-goal is to make the park better for everyone in the community but if you do not listen to anyone in the community, how can you even begin to accomplish your goal? We are asking you to please listen to the residents of Tucker that use the park on daily basis. Give us what was agreed upon at the public input meetings and not what the hired outside park designers want. They will not be the daily users of the park - we are.

I have been a resident of Dekalb County since 1948 and have lived in Tucker since 1973. After I retired, I discovered the joy of nature that exists in and around Henderson Park and am asking you to please reconsider your current plan that will result in the destruction of many old growth trees and disruption of the parks' ecosystems.

My major concern is in maintaining Henderson Park green space for current and future residents of Tucker. There are very few areas in our county like Henderson Park that offer our younger generations a way to connect with nature by simply walking through the woods. I wouldn't be opposed to a sensible development of the site however I do not consider the amount of proposed concrete and asphalt to be reasonable to anyone but a concrete contractor.

I hold out hope that you will listen to the citizens that have expressed concern about the development of our park and can visualize a natural park offers a fantastic space for both recreation and wildlife.

We support the original Henderson Park Master Plan proposal. We are regular users of the park, at least 5 time per week to walk the dog, and walk with neighbors and thier dogs. We have been residents in the neighborhood near Henderson Park for many years; first from 1989 -2001, and now since 2006 we have been home owners in the Wembley Forest neighborhood near Henderson Park. In particular, we enjoy the green space and natural surroundings. We will look for your support of the original master plan proposal.

I attended several public input meetings last year for developing the Master Plan for Henderson Park. These were some of the most organized, efficient and productive meetings I have ever attended. Everyone left feeling that their input had been considered, that participants worked together, and that a well-planned proposal had been developed. What a shock and disappointment to learn that DeKalb is disregarding all of our work and input.

Please stop right now the work planned for Henderson Park by the County. Please go back to the community input and make a new timetable for the proposed additions. We already prioritized the work in stages. If funds are limited, then just move forward on the next step. We understand budgets are tight. We are willing to wait and see the work done right. Rushing now into a quick, low-cost scheme will leave us for many years with a poor product and little opportunity for improvement.

Every component was entered into our plan with a purpose:

1. TYSA Parking. Additional parking in the lower lot is desperately needed by TYSA. As a long time TYSA parent, I fully support this addition to Henderson Park.

2. Public Restrooms. It is not practical to provide a pavilion or playground without restroom access. Years ago I called DeKalb County Parks to request a restroom at the other end of Henderson where I took my first child as a toddler to the playground. I was given so many reasons by the office staff person why a public restroom wasn't possible. That was 14 years ago. It's time to look at other parks in Metro Atlanta and recognize that parks need facilities and that providing them is indeed possible. The community put the restroom into our plan and we want it put back.

3. Limited pavement, soft surface trails, and expanded community gardens. Everyone at the meeting agreed that we wanted less invasive soft surface trails and a more naturalized environment. We do not need more pavement in a green space.

Furthermore, the community gardens project has been so successful, that they already have a waiting list. They are ready to expand. Personally, I garden at home and do not use the Community Gardens at Henderson Park. However, I see how attractive they are, and understand that this is a beneficial program for many families. I wholeheartedly support the expansion of such a worthwhile program. Building community and fellowship through gardening strengthens Tucker and the County. Please include soft surface trails, less pavement, and expanded community gardens in the Henderson Park Master Plan.

I ask that you restore these original priorities to the Master Plan for Henderson Park as established by residents in the public input meetings.

This is to urge you to listen to the Henderson Park community and refrain from turning the lovely woods into a parking lot. There is already a large area that is "cleared" that can become a parking area. In case you don't remember, that is the area that the film company used to set up its tents!!!

This will SAVE money that is needed to remove the trees you are planning to cut down. Please look at what is already cleared!!!

A park is NOT a big parking lot!!!

Trees provide oxygen of which we cannot live without for more than one minute.

Trees provide roots and leaves that absorb water and help replenish underground water and the source of our rivers, which is what Georgia is short of these days. If Georgia continues to deplete its water tables, the cost of getting water from other sources will continue to sky rocket. THAT WILL COST MUCH MORE!

All these suggestions will save you MONEY!!

I would like to add my name to the list of Tucker residents that would like to keep with the original Master Plan for Henderson Park in Tucker. I rushed home from work to attend the numerous meetings with the county and contractors, listened to their proposals, voted on their ideas, and decided on the final plan. It was the first time I had become involved in anything in my community, and I really thought the County representatives were listening, and excited for us. Now I am having to take my time again, to beg you to follow a plan that you already promised us?! We worked so hard to build the community garden, make it blend into the surroundings, and only use organic methods to grow the plants, so we didn’t harm the environment. Now you are going to add more paving and asphalt, which is in direct conflict with what we have worked so hard to avoid? This is a park, not a pretty office complex. We build parks to have some sense of nature around us that seems to be slowly disappearing, not to pour more concrete, and add things that aren’t natural. I feel like my efforts were all in vain, and why should I get involved in the community and believe that our County Representatives care. Please don’t change the original Master Plan, and add things that we did not vote on. You won’t be using the park, we will. We have shown up to ask for what we want, and you obviously aren’t listening. I want to believe that my time and effort is respected by my community, and the representatives that I voted for in Dekalb County. Please do not change this plan and dishonor what we have asked for. We live there, this is what we want, listen to us.

I wanted to add my voice to the other protests about the changes in the Henderson Park Master Plan. I do not want asphalt trails through this beautiful park! I am also afraid that you will cut down some of the beautiful old trees in the park in order to impliment the revised Master Plan. My understanding is that an agreement was reached on the Master Plan during a number of public forums, but that the original plan has been changed in ways that are not conducive to creating a natural park setting at Henderson Park. Please listen to many voices that are unhappy with the revised plan, and take steps to go back to the original plan.

I have been a Tucker resident for many years and one of the things I love about living here is all the trees we have. I have enjoyed walking my dogs in Henderson Park and I have joined the community garden. It has come to my attention that there is a plan to pave part of the park and in the process take down some trees. I find this to be very upsetting. We want green space not concrete space. Please listen to what the people in this community want concerning our green space and leave our trees alone and leave the park as natural as possible. Please put our money to better use and don't waste it on something we do not want.

Henderson Park has been a huge asset to our community for a long time now. I have lived here since 1977. Many families are involved in the sports programs there. Many of the older people go for walks with their dogs on the trails. The most exciting part has been the garden. I can't tell you how this makes me feel to know our community has involved themselves in a family garden, especially in these economic times. After a recent visit to Smoke Rise, I wondered why Henderson Park must have asphalt and concrete poured. I wondered why Smoke Rise can have beautiful soft paths, bridges, and benches. Even the waste containers are nice. I wondered why Henderson Park can't remain the same natural area neighbors have come to love and enjoy.

I wondered why the voices of public meeting attendees are being ignored.

Tucker residents want an oasis from concrete and buildings too.

Public meetings were held and desired improvements were voted on and approved regarding Henderson Park. Now construction plans have revealed the voices of Tucker residents are being ignored and asphalt and concrete where they are not wanted are coming.

Please assist us in making our voices heard before the bulldozers come. Mature trees and natural paths should be protected. How can DeKalb County claim to be a green county when our parks change from a green oasis to a sea of concrete?

Today I write finally, as I have had to put my emotions about the challenges with the proposal to the County on hold for my business. The last few weeks have been more than an emotional roller coaster as I believed that the County and still do will agree to our proposal. It is sad that no one has responded to the Garden’s proposal with solutions and opportunity for Henderson Park. Beyond the Garden we stand for building a park which welcomes all ages all diversity and all attempts to enjoy our beautiful Henderson Park.

At this time the county unfortunately has a lot to answer for, they changed the master plan as far as it looks behind the backs of a group of very committed volunteers who have “a win after win” built an important community garden. As far as I can tell the first in Tucker … with participants from all over Tucker and took on the opportunity to build paths and share the green space next to us. While we are one of 21+ parks and green space opportunities in Tucker far larger than anywhere else in DeKalb County we receive less than our fair share of investment in developing our parks and growing community opportunities from the county and their leaders. The county and our commissioners all have their reasons …. so this proposal stands alone for the first time to this group of leaders to meet us half way and engage our Tucker community at Henderson park. It is time for us to be recognized for what we have accomplished first at the Garden and what we can accomplish in Henderson Park. While we are a small group of constituents to many eyes Henderson Park serves a large group of DeKalb, Fulton and Gwinnett County families who live, work and play in and around our park. While the county has signed contracts with their construction company to move forward with their plans, it is safe to say that something most likely again it is about “budget cuts” did in fact miss our dear community garden communication last summer to update us on their plans. Too bad because now the citizens in our community pay… and our dear community of gardeners pay! While we offered many solutions the county will need to rethink how to move forward and this will be difficult for them and it means finding the budget to cover the proposal.

The bigger issue then is why is it that DeKalb County continues to cut the budget and not invest in the top priorities the community has asked for in Tucker – just three years ago these priorities from a survey included build community gardens, more playgrounds and dog parks. We have as the Henderson Community Garden built the first community garden with sold out plots, wonderful friends and neighbors who all are investing at all levels to make this a success. I mean all levels, fundraising, moving the ground, developing the landscape, hosting community events, sharing the park, and living and working and playing in DeKalb county parks. And, the county has a new opportunity to make our interest as community citizens to grow our investment volunteer options by working with Park Pride. Which, we at the Garden have already done! So, let’s take this opportunity to be the example and not stop our vision! We invite the county to meet us half way for the success of our plans only are a small portion of the real issue.

For now I say on a personal note this Garden has brought so much to me. We have been touched by a group of wonderful neighbors … we have enjoyed the diversity of the group and loyalty in the engagement of wonderful friendship– a more than respectable group who all enjoy the Park first and our gardening second. (Not to mention the sharing at our tables of good homegrown fruits and vegetables..)

I wrote to a few in Dekalb County yesterday (see additional email below) about my opposition to the proposed Henderson Park changes. Later this morning I was at the park for two soccer games and realized what this park needs most is NOT parking and NOT paved trails. What the park needs is BATHROOMS and water fountains. I urge you to visit the bathrooms currently in place at Henderson Park (Henderson Road side). There are no bathroom doors, there are only 3 stalls and one sink. The mirror is so old it doesn't reflect an image, lighting is awful, and there is no wall mounted soap dispenser, faucet is working but is too small for the counter/sink so water goes all over the counter and floor often times. It is substandard by even park standards. The bathrooms should not be costs for TYSA - this is a county park and restrooms are needed at the playground (Livsey Road park) and community garden.

Additional bathrooms are needed within the park particularly on the Livsey Road side of the park, especially near the playground, and closer to the gardens on Henderson Road (which could also be used by the lower soccer fields).

And, if you have money to spend - we need working water fountains at Henderson Park.

I understand you will be visiting the park and I urge you to visit the bathrooms and really use them - it is an uneasy feeling having a shower curtain as a door. Not to mention the shower curtains are unsanitary and stained. Also, please come thirsty to try the water fountains. I think you will agree with me that those are areas that really need improvement.

Henderson is a great park with a wonderful natural setting. We do not need parking or paved trails.

I am writing to say I am OPPOSED to the proposed plan to pave the pathways and take down trees at Henderson Park.

I have 2 young sons who play soccer at TYSA and play on the playgrounds at Henderson Park. I have never felt additional parking was needed - there is adequate parking at the park both at the soccer fields on busy days and near the playground on the Livsey side of the park. The trails are a natural setting and beautiful the way they are.

Please do NOT spend the money for this. Doesn't DeKalb County have something else to spend its money on during this economic downturn?
